Oklahoma Turnpike Authority Chief Engineer Named Deputy Director

The Oklahoma Turnpike Authority (OTA) announced that T.J. Dill, PE, the authority’s chief engineer since April 2023, has been promoted to OTA deputy director. He will continue to supervise engineering, construction, maintenance, right-of-way, and utility operations, but take on additional responsibility for human resources and customer service. Dill was an Oklahoma DOT engineer for several years before joining a civil engineering consulting firm in 2018. In 2020, he became OTA’s construction director.

The deputy director position became vacant in March when Joe Echelle was named executive director following former director Tim Gatz’s resignation in response to an attorney general’s opinion on dual office holding. (Gatz remained executive director of Oklahoma DOT.)
