Supporters Of Local Veto Power Over Oregon State Toll Projects Postpone Petition Drive

“The Vote Before Tolls Committee is pausing its campaign to put IP-4, also known as the Vote Before Tolls initiative, on the ballot this November and shifting its focus to the November 2026 election,” West Linn Tidings reports. “The initiative would amend the Oregon Constitution to require a majority of residents of counties within 15 miles of any road to be tolled . . . to approve of the toll in a certified election.” Founder Dean Suhr said he considered it a “‘partial victory’” last month when Governor Tina Kotek (D) effectively pulled the plug on ODOT’s Regional Mobility Pricing Plan (RMPP) for metro Portland. But Suhr also admitted that Vote Before Tolls currently lacks sufficient momentum to meet a July deadline to secure 160,000 signatures supporting a ballot measure this fall. He spoke to lessons learned since starting the campaign in 2021 — from better understanding ODOT’s funding problems to the pragmatics of paying people to gather signatures, which he intends to do on the next go around.
