Atkins seeks a highly motivated, self-starter to join our Atlanta, GA Transportation Group as a Traffic/ITS Project Manager.

MAJOR FUNCTION/ROLE:

The intent of this position is to serve as a General Engineering Consultant (GEC) Project Manager for the Engineering Group of the client, the State Road and Tollway Authority (SRTA).

In this role you will manage other consultants, Atkins tolls staff and junior Atkins in-house SRTA staff as well as provide support to the client’s staff, on numerous types of design/construction projects related primarily to express lane systems and toll facilities.

The successful candidate will have a strong background working with Departments of Transportation and/or Tolling Agencies with an emphasis on all aspects of the civil coordination from concept development, procurement support, design, and construction through implementation.

The State Road and Tollway Authority is the tolling partner to the Georgia Department of Transportation.

Under direction, applies technical expertise and project management experience to manage project teams on conventional and unconventional projects.

Also performs the basic project functions of production coordination, planning, organizing, directing, controlling, financial management and marketing assistance.

Functions as a mentor to technical professionals to assist in their training and development.

JOB DUTIES:

Project management assignments at this level typically involve routine projects, characterized by changing conditions and requirements, challenging client/agency demands, or difficult project coordination.

Coordinate and participate in the preparation of the Request for Proposal documents developed by the Georgia Department of Transportation (GDOT) for the solicitation of civil contractors to construct the express lane facilities.

The GDOT contractor is responsible for delivering the infrastructure required to support tolling operations.

Coordinate and participate in discussions with GDOT operations and SRTA operations staff to support operations.

This support is required from the conceptual operations phase through implementation to ongoing operations and maintenance.

Serve as the technical liaison between the SRTA Toll System Integrator (TSI) and the GDOT civil contractor.

Responsible for coordinating multi-disciplinary teams from both agencies to work towards technical solutions that are in the best interests of the overall project.

Serve as an extension to client staff, working with the Agency’s offices on a daily basis.

Communicate regularly with client staff, project managers, external agency and consultant staff.

Support occasional field work with technical staff, to collect site specific data as projects require.

Assist in the preparation of graphic displays, presentation materials, development of reports, and concept and deliverable discussions with clients.

Responsible for preparing and maintaining project work plan, scope, schedule and budget, and communicate these to client project team members; monitors/manages project production for compliance with schedule, budget and quality objectives.

Responsible preparing for concept reports, including coordination with internal client design groups in preparation of the reports, to be used for scoping and budgeting projects.

Establish and maintain project files.

Monitor TSI financials for the project for the client.

Monitor TSI progress and performance; reviews and approves TSI and vendor invoices; and resolves payment and project disputes.

Schedule and coordinate project meetings with the project team, regulatory agencies, the client, and others involved with the projects.

May supervise technical professionals, associate project managers and design staff including workload and staffing management.

Performs such other duties as the supervisor may from time to time deem necessary.

EDUCATION & EXPERIENCE:

Bachelor’s degree in field(s) of practice. Graduate degree desirable. Management coursework and/or MBA a plus.

This level may be achieved with 8 years’ experience in project production and technical professional activities, two of these working as a Sr. Technical Professional.

SPECIAL SKILLS:

Ability to perform in a professional manner and be respectful of working in a client’s offices on a day to day basis.

Excellent organizational and time management skills, with attention to detail, and ability to handle multiple tasks under tight deadlines.

Seasoned project planning skills with the ability to handle large workload, the ability to anticipate required tasks & milestones, and facilitate the activities of dynamic workgroups.

Ability to plan, prioritize and review project plans and documents, evaluate alternatives, and devise appropriate solutions.

Experience in obtaining resources needed to effectively complete project assignments & tasks in a matrix organization.

Proficient in Microsoft personal computer applications such as Word, Excel, PowerPoint, Project and Project Server; Working knowledge of SharePoint and other
Project Management / production support systems.

Knowledge of production support systems and personal computer proficiency.

GDOT Design Build experience is a plus.

PROFESSIONAL REGISTRATIONS:

Professional Registration (e.g. PE) in field of practice is required.

PMP certification is desirable.

ADDITIONAL REQUIREMENTS:

B.S. degree in Civil engineering or a Toll-related subject such as Intelligent Transportation Systems, Electrical Engineering, Transportation Planning, AND some exposure to ITS or toll operations, tolling civil infrastructure, coordination between system integrators, civil contractors and the operating agencies.

Graduate degree is desirable. Management coursework and/or MBA a plus.

This level may be achieved with 8 years of experience in project production and technical professional activities, two years of these working as a Project Manager.

General Engineering Consultant (GEC) experience is a plus.

Typical incumbent will have 8-12 years of experience.
