Hanoi Proposes Gradual Implementation Of Congestion Pricing

VnExpress International reports, the Hanoi Public Transport Management Center is proposing to introduce a congestion pricing program in the city in 2024. During a pilot stage of implementation, nine locations “on routes with high traffic density leading to downtown areas” would be tolled. In November 2025, the pilot would be evaluated in preparation for a possible expansion of tolling into other parts of the city between 2026 and a date sometime after 2031. The center’s proposal states that tolls at a projected rate of 22,300 VND (about 91 US cents) would be collected “from car owners who enter areas vulnerable to congestion during specific time frames.”
