Charleston Gazette-Mail reports that West Virginia Governor Jim Justice’s proposal to raise the state’s gasoline excise tax and add new motor vehicle fees moved out of committee to the Senate floor on March 21, but there was no action on the toll increase part of his transportation funding plan.
