The Columbian editorial board pans an Oregon legislator’s bill (HB 3231) to allow local government units to create special districts for transportation P3s and his idea for a new Columbia River I-5 crossing. However, they say the proposals have one definite benefit: “Starting the discussion about bridges across the Columbia River is the first step toward finding a solution.”
