State officials say they can loosen traffic there by 2019 — without redoing a single main lane. State funds totaling $100 million were approved for the project earlier in the year. This week, the Texas Department of Transportation offered more details about how it will change the 2-mile stretch of I-35E dubbed Lowest Stemmons.” The newspaper provides a detailed summary of the project, including a look at how it ties “into the $800 million Horseshoe project, a reconstruction of the highway section south of downtown Dallas where I-35E and I-30 connect.
