RFP for Turnkey All Electronic Toll System — New Jersey Toll Authorities

REQUEST FOR PROPOSAL
For
TOLL SYSTEM INTEGRATOR TO PROVIDE A TURNKEY
ALL ELECTRONIC TOLL SYSTEM FOR NEW JERSEY PUBLIC TOLL AUTHORITIES

The South Jersey Transportation Authority (SJTA), is soliciting ELECTRONIC proposals from qualified firms to The Services covered by the Request for Proposals (RFP) include: (1) Implementation, including Design, development, installation and testing, and the Operation and Maintenance of a fully functional turnkey All Electronic Toll (AET) System pursuant to the Scope of Work (SOW) for the SJTA at Attachment 1 and the SOW, including the Replacement in Kind Option, for the NJTA at Attachment 2 to the RFP; (2) the provision of all necessary and ancillary Equipment therefor (collectively, the “Services”) that fully meet the requirements of the RFP; and (3) pricing options for the implementation and the operation and maintenance of a fully functional turnkey AET System for other Toll Authorities.

A non-mandatory pre-proposal meeting is scheduled for Monday, January 31, 2022 at 10:00 a.m. and will be conducted remotely via Microsoft Teams. Proposers who intend to attend the pre-proposal meeting must email bids@sjta.com, at least three (3) Business days prior to the pre-proposal meeting, providing Proposer’s name and the name and email address of the Proposer’s representative who will be attending the pre-proposal meeting. A return email will be sent to the Proposer’s representative containing the link with instructions for attending the virtual pre-proposal meeting.

NJTA intends to conduct a site visit of its facilities. The date of the NJTA site visit will be February 1, 2022. Proposers intending to attend the site visit to NJTA facilities will be required to email aetrfp@njta.com of their intent no later than three (3) business days prior to the scheduled site visit. All attendees to the site visit shall meet at the NJTA’s Administrative Offices at 1 Turnpike Plaza, Woodbridge, New Jersey at the designated time. Proposers are strongly encouraged to participate in the remote pre-proposal meeting and attend the NJTA site visit. In accordance with Governor Philip D. Murphy’s Executive Orders, attendees at the site visit must comply with the SJTA or NJTA’s, as applicable, policy regarding facecoverings and social distancing requirements.

Proposal submissions must be accompanied by Proposal Security in the amount of $100,000, and by a Consent of Surety stating that the Surety will provide the Contract Bonds or a Certificate of Bank stating that an Eligible Bank will provide the Letters of Credit, in lieu of Contract Bonds, as required by the RFP if the Proposer is awarded the Agreement, all as described in the RFP.

This Request for Proposal will be available through Bid Express on Wednesday, January 12, 2022 after 1:00 pm from the address below.

Electronic proposals will be submitted through the Bid Express platform and are due by 2:00 pm on Friday, March 11, 2022**.

**Important Note: Commencing February 1, 2022, the South Jersey Transportation Authority will only accept electronic bid/proposal submissions through the Bid Express electronic bidding portal. If you are not already registered for electronic submissions, please visit https://www.bidexpress.com in order to bid with the Authority. To subscribe, follow the directions on the website. The fee schedule is available, and all fees are payable to Bid Express.

Any emailed, mailed or physical proposers delivered to the Authority will not be accepted and/or will be returned to the bidder unopened.

The Authority, in accordance with applicable law, reserves the right to reject any or all proposals and also to waive any minor informality or non-material exceptions in any proposal or proposals so received.
