The Orange County Transportation Authority (OCTA) is soliciting voluntary letters of interest (LOI) from companies interested in providing professional services for the implementation, maintenance, and operations of a tolling Back Office System and Customer Service Center Operations (BOS and CSC Operations) in support of the Interstate I-405 (405) Improvement Project in Orange County.
OCTA, in cooperation with The California Department of Transportation (Caltrans), is widening the San Diego Freeway (I-405) between State Route 73 (SR-73) and Interstate 605 (I-605). The project will improve 16 miles of I-405 between the SR-73 freeway in Costa Mesa and I-605 near the L.A. County line. The widening project includes adding one regular lane in each direction between Euclid Street and I-605 and making improvements to freeway entrances, exits and bridges. In addition, the project will add the 405 Express Lanes, incorporating the existing carpool lanes and a new lane in each direction.
The anticipated BOS and CSC Operations services to be procured in support of the 405 Express Lanes include:
- Design, development, testing and implementation of a tolling BOS that provides for customer contact, account management, payment processing, violation processing, collections, interoperability, reporting, and other functionality.
- Maintenance of the tolling BOS for an initial contract term with the possibility of extension through option years.
- Provision of CSC Operations, including customer service personnel, training and operations, primarily at the OCTA Headquarters Building at 550 S. Main Street in Orange, CA for an initial contract term with the possibility of extension through option years.
- Teaming with third party tolling and other services providers.
- Project management, project controls, and project documentation.
- Coordination and meetings with OCTA, OCTA’s program management consultant, the I-405 design-build contractor and others.
OCTA will use a professional services procurement process to select a single contractor to deliver the 405 Express Lanes BOS and CSC Operations Project. A preliminary schedule for the project is as follows:
- Request for Proposal (RFP) anticipated to be issued in April of 2020;
- Pre-proposal meeting and site visit anticipated in April of 2020;
- Proposals anticipated to be due in July 2020;
- Award and notice to proceed anticipated by January 2021;
- BOS go-live and commencement of customer service center operations anticipated in late 2022.

The LOI form (see attached) must state the name, phone number, and e-mail address of the person who may be contacted by OCTA for further information about the project and the firm’s participation/interest category.
While submission of an LOI form is not a prerequisite for participating in the procurement process, interested parties are encouraged to submit their appropriate information prior to December 23, 2019. OCTA WILL NOT be contacting individual firms subsequent to its receipt of the firm’s LOI form.
OCTA reserves the sole right, without incurring any liability, to change any aspect of the proposed procurement described above, including the right to withdraw or cancel the procurement and/or the right to proceed in a different manner or on a different timeline from the one described above.
