The Joint Board for the Louisville-Southern Indiana Ohio River Bridges (LSIORB) project is conducting an Industry Forum on Tuesday, December 14, 2021, to discuss the planned procurement for a Roadside Toll Collection System (RTCS) transition for the RiverLink all-electronic toll system. Following the Forum, for those that are interested, a site visit will be provided allowing potential proposers the opportunity to see the location(s) of the toll collection system. Starting the next day, there will be an opportunity for potential proposers to participate in one-on-one sessions with the States to ask questions and receive clarification on anything presented during the Forum and/or observed during the site visit. These sessions will be limited to potential prime vendors. They will be conducted as one-hour sessions on December 15, 2021, and December 16, 2021 (if needed). Information shared by potential proposers during the one-on-one sessions will be confidential.
Participation in the Industry Forum and one-on-one sessions, excluding site visit, is a mandatory precondition for submitting a proposal in response to the RFP. While in-person participation is recommended for those activities, a virtual option will be provided. For those that are in person, and plan to attend the site visit, safety vests and hard hats are required. Please plan accordingly. Transportation will be provided.
During the industry forum the States will provide information on the following topics:
- General scope of services
- General RFP schedule
- General Project schedule
- Contract length and terms
- Payment terms
- Key performance indicators and liquidated damages (and incentives)
Representatives of the Joint Board expect proposer teams will bring individuals capable of discussing the following topics to the one-on-one meetings:
- Reaction to information shared during the Industry Forum
- Transition
- System monitoring and reporting
- System maintenance
