House's Failure To Act On Infrastructure Triggers Partial USDOT Shutdown

POLITICO reports, funding authorization for federal surface transportation programs expired at midnight because the US House failed to vote on the Infrastructure Investment and Jobs Act (IIJA). Although the bill could be acted on today, “that won’t be soon enough to avoid furloughs for thousands of employees at [USDOT] who were not covered by a funding bill Congress passed earlier this week.” The furloughs and the interruption of USDOT funding and grant operations will end without causing much pain, if the House acts on the infrastructure bill over the next few days.  However, senators tell POLITICO they are nevertheless “putting their heads together” on a temporary extension plan.

The Washington Post and Bloomberg Government reported earlier this week on the ramifications of a lapse in programs authorization summarized in a USDOT document.

AASHTO issued a statement urging Congress to pass the IIJA and remedy the lapse in federal programming.

Report: Ridesharing Isn't Easing Congestion Or Reducing Pollution

Bloomberg CityLab reports, ridesharing services like Uber and Lyft “charged into cities with a promise: By reducing personal car trips, ride-hailing businesses could both ease traffic and bolster the use of public transit. What happened was the reverse: A host of pre-pandemic research linked the rise of these services to sharp upticks in traffic and waning ridership on buses and trains. Now a new study puts a price on the external costs that come with switching from a personal vehicle to one from a transportation network company (or TNC): about 35 cents per trip on average. And it finds that even a fully electrified fleet of ride-hailing cars may not fully mitigate the extra toll they exact on society compared to driving yourself.”
