Washington Metro's Silver Line Extension Opens Next Week
The Washington Post reports, the Silver Line extension of the Washington Metro rail system is scheduled to open next Tuesday, November 15. “While four years behind schedule, the $3 billion project will bring the first rail connections between the Washington region’s largest economic powerhouses — downtown D.C. and Tysons — the area’s international airport and the nation’s wealthiest county.” The Metropolitan Washington Airports Authority (MWAA) managed the problem-plagued construction of the line, which started in 2014. It funded nearly half its project budget — and $200 million in cost overruns — with toll revenue from the Dulles Toll Road, one of its assets. MWAA transferred control of the line to Metro in June.

The Phnom Penh Post reports, following a one-month trial period, tolling of Cambodia’s new Phnom Penh-Sihanoukville Expressway began November 1. Daily volume, 10,000 to 20,000 vehicles, has not diminished since tolling began, according to a public works ministry spokesman. The 187-kilometer (116.2-mile) facility is Cambodia’s fist expressway, constructed over a three-year period by China Road and Bridge Corporation (CRBC) with unprecedented foreign financing provided by Chinese banks. The government spokesman said Cambodian and Chinese officials are executing an agreement this week for CRBC to develop a similar facility, the Phnom Penh-Bavet Expressway.
Fulcrum (an online publication of Singapore’s ISEAS-Yusof Ishak Institute) reports on the favorable public response to the expressway’s opening, and the mobility and economic benefits it is expected to deliver. According to the article, early metrics and motorists’ seeming acceptance of toll costs (end-to-end, about US$12 for passenger cars, US$60 for trucks) will likely incentivize Chinese investment in more Cambodian Belt and Road Initiative projects.

Transurban North America announced that its contribution of $25,000 to the creation of a community college financial aid program honors active and veteran members of the armed forces in Northern Virginia. The firm donated the funds to a foundation affiliated with NOVA, the Northern Virginia Community College, to help provide financial support for academically successful active duty and veteran students facing financial hardships. Transurban noted that NOVA is one of the nation’s largest community college systems, and serves more than 4,000 military and veteran students.
