ViaPlus Wins HCTRA's License Plate Image Review Contract

ViaPlus, the VINCI Highways subsidiary, announced today the Harris County (Texas) Toll Road Authority (HCTRA) has selected it to provide image review services for the agency’s metro Houston toll highway network with an annual volume exceeding 600 million vehicles. “The 19-month base contract includes four one-year extension options and will commence after an implementation period of 7 to 9 months for software configuration, staffing, and services.” The contract scope includes both  automatic and manual processing of toll system license plate images. ViaPlus will optimize automatic image review with optical character recognition software and machine learning algorithms. “Together these modules deliver the highest efficacy for revenue capture in a video tolling system and will contribute to the smooth operation of HCTRA’s free-flow electronic tolling operations,” the company stated. This new contract enlarges the ViaPlus footprint in Texas. It already supports free-flow tolling systems in Dallas, Austin, Rancho Viejo and Pharr. Total ViaPlus transactions in the state exceeded 1.35 billion in 2023.

Richard Arce, president and CEO of ViaPlus, commented, “We are eager to continue scaling our operations in Texas. . . . Texas is a leader in modern and large-scale highway networks, and supporting HCTRA’s video toll program demonstrates the strategic initiatives of ViaPlus and VINCI Highways to grow mobility operations in and around the state.”

Former Ohio DOT Chief Jerry Wray Has Died

Ohio DOT noted the recent death of its former director, Jerry Wray. He was first named the department’s leader in 1991 by then-Governor George Voinovich. He left the post in 1999 but returned for a second eight-year term in 2011 during Governor John Kasich’s administration. According to the death announcement, Wray had a ” sharp-eyed focus on efficiency and effectiveness, trimming the total workforce to 5,000 [during his second term], while expanding the total construction program to a record level in 2015.”
