Puerto Rico Public-Private Partnerships Authority Is Requesting Comments for Draft RFQ Projects

SAN JUAN, P.R. (November 8, 2017) – The Puerto Rico Public-Private Partnerships Authority (“P3 Authority”) is seeking comments in connection with the draft Request for Qualifications (the “Draft RFQs”) for three projects: i) the operation and maintenance concession of Puerto Rico’s ferry transportation system, ii) concession of a package of government-owned parking facilities, and iii) the development and concession of higher education student life facilities at the University of Puerto Rico Mayagüez Campus. The deadline for the submission of comments is Friday, November 17, 2017, no later than 5:00pm (AST).

The operations and maintenance of the ferry system has the objective of delivering a world class ferry service, enhance customer care and reduce subsidy levels from the Government. The P3 Authority is interested in partnering with the private sector to transfer key functions such as management, operation, maintenance, and financing of the ferry system that serves the municipalities of San Juan, Cataño, Fajardo, Vieques and Culebra. The project also includes the operation of the ferry maintenance facility located in Isla Grande, San Juan, and the potential development of a new ferry route between the former Naval Roosevelt Roads Station and the island municipalities of Vieques and Culebra. The P3 Authority is also interested in obtaining market comments for its proposed concession of a package of nine government-owned parking facilities. This P3 parking project seeks to transfer responsibilities associated to operations, maintenance, finance, and modernization of government-owned parking facilities through a concession model. Puerto Rico has one of the highest private vehicle ownership rates in the U.S., which contributes to a high demand for parking. The last project constitutes the first concession of on-campus student housing, parking and student center in the system of the University of Puerto Rico Mayagüez Campus. The project known as the ‘Student Life Project’ proposes a P3 agreement to allow the private sector to develop, operate and maintain a student housing, improve, operate and maintain on-campus parking facilities, and renovate, operate and maintain a student center.
