IL Tollway Awards Nearly $102 Million in Contracts for Construction, Professional Engineering Services in October

More than $5 billion invested since start of Move Illinois Program

DOWNERS GROVE, IL, October 26, 2017 — The Illinois Tollway Board of Directors today approved 12 new construction and professional engineering service contracts totaling nearly $102 million at its October meeting. Altogether, more than $522.3 million in contracts have been approved by the Tollway Board in 2017, as part of the sixth year of the Tollway’s 15-year, $14 billion capital program, Move Illinois: The Illinois Tollway Driving the Future.

“The Illinois Tollway is offering opportunities for businesses of all types and sizes to participate in the Move Illinois Program, and we are continuing to see new firms contracting to work on our projects,” said Illinois Tollway Executive Director Greg Bedalov. “In fact, in the last quarter we had 32 first-time firms added to the list of companies helping us deliver capital program projects to our customers.”

Altogether, more than 1,100 unique firms have worked on Move Illinois projects, including 630 firms that are working with the Illinois Tollway for the first time.

More than $5 billion has been invested by the Illinois Tollway since the Move Illinois Program began in 2012, with nearly $1.3 billion of that total committed to small, diverse and veteran-owned firms. In addition, the capital program has created or sustained an estimated 55,290 total jobs as of September 2017.

October construction contracts awarded include:

  • A $2.1 million contract to Allied Landscaping Corp., of Joliet, IL, for landscaping work on the Veterans Memorial Tollway between Bruce Road and Internationale Parkway.
  • A $1.7 million contract to Semper Fi Yard Service Inc., of Yorkville, IL, for landscaping work on the Veterans Memorial Tollway (I-355) between I-80 and Bruce Road.
  • A $1.1 million contract to J.A. Watts Inc., of Chicago, IL, for fiber optics removal work on the Jane Addams Memorial Tollway (I-90) between Illinois Route 53 and the Kennedy Expressway.

October professional engineering services contract awards include:

  • A $38.5 million contract to Jacobs Engineering Group Inc., Chicago, IL, for design services for the reconstruction of the Central Tri-State Tollway (I-294) between Roosevelt Road and St. Charles Road.
  • A $23.0 million contract to TranSystems Corp./Hanson Professional Services Inc., Schaumburg, IL, for design services for the reconstruction of the Central Tri-State Tollway (I-294) between I-55 and Ogden Avenue.
  • A $16.0 million contract to HDR Engineering Inc., Chicago, IL, for design services for the reconstruction of the Central Tri-State Tollway (I-294) between 95th Street to LaGrange Road.
  • A $6.7 million contract to Bowman, Barrett & Associates Inc./Christopher Burke Engineering, Ltd., Chicago, IL, for design services for roadway reconstruction and bridge rehabilitation on the Central Tri-State Tollway (I-294) between the O’Hare Oasis and Balmoral Avenue.
  • A $5.9 million contract to HR Green Inc., McHenry, IL, for construction management services for roadway reconstruction on the Reagan Memorial Tollway (I-88) between the York Road Toll Plaza and I-290.
  • A $5.2 million contract to Gandhi & Associates Inc., Chicago, IL, for lighting design services on the Central Tri-State Tollway (I-294) between 95th Street to Balmoral Avenue.
  • A $600,000 contract to Terra Engineering Ltd., Chicago, IL, for design services for the advanced maintenance of traffic on the Central Tri-State Tollway (I-294) between 95th Street and the Reagan Memorial Tollway (I-88).
  • A $529,000 contract to WHKS & Co., Mason, IL, for underwater bridge inspection services systemwide.
  • A $500,000 contract to Peralte-Clark, Inverness, IL, for design services for the advanced maintenance of traffic on the Central Tri-State Tollway (I-294) between the Reagan Memorial Tollway (I-88) Balmoral Avenue.

The contracts approved today include three prime consultants, 29 subconsultants and two prime contractors that are certified as disadvantaged, minority- and women-owned business enterprise (D/M/WBE) firms and five subconsultants that are certified veteran-owned firms.

Commitments for D/M/WBE participation range from 24 to 87 percent per contract, and commitments for veteran participation range from 2 to 34 percent per contract. Of the $102 million awarded for these contracts, more than $39.2 million, or 39 percent, is committed to small, veteran-owned or disadvantaged firms.

Illinois Tollway professional engineering services contracts are awarded through the qualifications-based selection process (Illinois Public Act 87-673 {30 ILCS 535/1-535/80}) Architectural, Engineering and Land Surveying Qualifications-Based Selection Act), which requires state agencies to select professional architects, engineers and surveyors on the basis of demonstrated competence and professional qualifications.

Construction contracts for Illinois Tollway projects are competitively bid under the rules of the Illinois Procurement Code. As part of the process, contractors’ bid submissions for construction work advertised by the Tollway are opened and read aloud during public bid opening meetings, which are also broadcast live on the Tollway’s website. Following an agency review process, the lowest, responsible and responsive bid is presented to the Illinois Tollway Board of Directors for review and approval.
