Basic Function

Oversees, manages and executes all technical work activities associated with planning and operating the ExpressLanes, including intelligent transportation and tolling system plan design review, testing and maintenance, ExpressLanes program implementation, capital and asset management, inventory control and technical analysis for all assigned projects, and coordination of work assigned to staff on related projects.

Example Of Duties

  • Conducts complex planning and analytical projects and programs; manages operating projects and programs
  • Leads and facilitates meetings to develop departmental strategies, processes and policies
  • Manages technical aspects of the ExpressLanes roadside toll collection system including field equipment hardware and software, signage, pavement markings, and communications network
  • Develops, negotiates, and executes major cooperative and service agreements, Memorandum of Understanding, and interagency funding plans to include scopes of work, financial plans, schedules, and contracts with other agencies and private contractors
  • Develops, forecasts, and monitors budgets for plans, programs, and projects
  • Provides technical support and policy guidance to management on Metro ExpressLanes plans, programs, and projects
  • Represents Metro, provides consultation services, and makes presentations to local, regional, state, and other agency committees and boards
  • Coordinates and disseminates information to various agencies, groups, and departments
  • Reviews and evaluates contractor proposals; negotiates award amounts, operating standards, and work projects; and ensures productive use of contractors
  • Participates in regional and statewide transportation forums
  • Evaluates the costs, benefits, and risks of alternative funding plans, programs, and projects
  • Provides maintenance oversight for all tolling equipment and other tolling capital assets
  • Analyzes and manages contractor/consultant contracts and budgets
  • Prepares and reviews engineering studies and specifications related to tolling and ExpressLanes implementations
  • Prepares comprehensive reports, correspondence, and cost estimates
  • Supervises, trains, and provides technical assistance to subordinate staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency’s safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor’s degree – Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Public Policy, Economics, or other related field
  • 5 years of progressively responsible experience in a toll operations or Intelligent Transportation Systems (ITS) environment
  • Involvement in the installation of a new All Electronic Tolling (AET) preferably ExpressLanes is desirable
  • Master’s degree in a related field is desirable

Knowledge:

  • Theories, principles, and practices of project and program management, transportation planning, regulations, contracts and funding
  • ExpressLanes system installation and testing, hardware, software, and network communications systems
  • Intelligent Transportation Systems (ITS) architecture and standards
  • Applicable local, state, and federal laws, rules, and regulations governing transportation policies and funding sources for a public agency
  • Financial, analytical, statistical, and mathematical methods and procedures
  • Modern management theory
