Description

Basic Function
Performs journey-level technical planning, analysis, operations and maintenance support activities associated with Express Lanes implementation.

Example Of Duties:

  • Participates in the development of plans, specifications, and estimate (PS&E) packages for construction
  • Coordinates with Caltrans and other Agencies to obtain permits for construction, and negotiate MOU’s
  • Participates in functional Quality Assurance (QA)/Quality Control (QC) of software for the toll system, website, and mobile app
  • Assists in the development of mobile apps
  • Participates in the evaluation, award, and management of grants as part of the Net Toll Revenue Program
  • Participates in the procurement process by researching and recommending industry best practices for software development, system integration, or service delivery
  • Assists in developing regional planning and operating guidelines, strategies and pricing
  • Supports analysis, both quantitative and qualitative, of transportation projects, programs, and policies
  • Evaluates project description forms and proposals for various funding categories and prepares recommendations
  • Prepares specific components of scopes of work, financial plans, schedules, contracts and agreements
  • Participates in meetings with Metro staff, , cities, law enforcement and other public agencies concerning the, operation or modification of Express Lanes
  • Negotiates and executes cooperative agreements or memorandum of understanding with various agencies on projects or funding programs
  • Manages small consultant contracts or assists with the management of large contracts
  • Conducts analysis and makes recommendation on state of good repair and asset management
  • Prepares comprehensive reports, letters and responses to inquiries
  • Coordinates with Caltrans on Express Lanes operational improvements
  • Applies, develops and evaluates travel simulation models; geographic information system procedures; computerized applications
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment:

  • Bachelor’s degree – Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Economics, or other related field
  • 3 years of progressively responsible experience in transportation planning, project management, transportation system design and research, travel simulation and demand modeling, including one year of experience in either Express Lanes or Intelligent Transportation Systems design and implementation, or other related area
  • Master’s degree in a related field is desirable

Knowledge:

  • Theories, principles and practices of transportation, urban and regional planning, Caltrans permit regulations, mobile app development, PS&E requirements
  • Financial, analytical, statistical and mathematical processes and procedures
  • Technical research methods and analysis
  • Business computer programs and applications

  • Communicate effectively orally and in writing
  • Interact professionally with various levels of Metro employees and outside representatives
