Some Labor Day holiday travelers who experienced heavy traffic in the Rocky Mountains complained about Colorado DOT not opening its I-70 part-time express lanes to relieve congestion. KDVR raised the issue with CDOT spokesperson Tim Hoover, who explained that a department agreement with the Federal Highway Administration strictly limits the number of days and hours in a year when the state may use the highway’s shoulders as express lanes. During other times, the Eastbound and Westbound I-70 Mountain Express Lanes may only serve as shoulders for emergency use.
