As an independent agency of the state, the Tampa Hillsborough Expressway Authority (THEA) owns, maintains, and operates four facilities within Hillsborough County: the Selmon Expressway, the Brandon Parkway, Meridian Avenue, and the Selmon Greenway. The agency is focused on driving innovation and improving mobility and safety throughout the Tampa Bay region. THEA partners with community organizations on everything from beautification to economic development to education and is committed to enhancing the community and activating urban spaces. THEA constructed the Selmon Greenway, a 1.7-mile multi-use trail that runs east-west under the Selmon Expressway through downtown Tampa and connects with the City’s Riverwalk and the Meridian Trail. Along Selmon Greenway, THEA has built a series of pocket parks with landscaping, benches, and artwork that enhances downtown Tampa’s esthetics, one of which is the award-winning Deputy Kotfila Memorial Dog Park. THEA is an agency committed to the progress and future of the Tampa Bay region.
All revenues collected on the Selmon Expressway stay here in Tampa and Hillsborough County, where we reinvest those dollars back into the community. We use our toll revenues to provide our region with a transportation system that provides regional connectivity to our residents and visitors.
Director of Toll Operations
Summary Description:
The Director of Toll Operations reports to the Executive Director and is responsible for the overall management of THEA’s toll system to include but not limited to the all-electronic tolling in lane system, file transfer process of transactions to the back office and account management to include the issuance of uniform traffic citations. Responsible for collection and violation enforcement systems to include responsibility for reviewing and analyzing daily operations and systems reports in all areas of toll operations to ensure effective and efficient collection of toll revenues and excellent service to THEA customers; direct management of the THEA toll system maintenance and service contractor; development of toll operations budgets; analyzing financial data and projection of fiscal year and long-term equipment, personnel and operating costs; direct supervision of toll analyst, toll operations specialists and toll enforcement officer; assistance in the development of strategies and the implementation of policies and procedures to improve the effectiveness of toll operations and the growth of toll revenue while minimizing the loss of revenue from toll violations. Work to foster an atmosphere focused on customer service and continuous employee development. Establish and maintain a team minded working relationship with other THEA staff, vendors and key personnel in order to mutually support all toll operations related activities and the Authority’s mission. Competently respond to requests from senior staff and the Executive Director.
Minimum Qualifications:
Graduation from a recognized and accredited four-year college with a bachelor’s degree in business, transportation, engineering or related field; and five years of experience in toll-operations management, toll-related transportation planning, or toll-related financial operations.
Or:
A master’s degree in business, transportation, engineering or related field, and three years of experience in toll-operations management, toll-related transportation planning or toll-related financial operation.
