Daily Monitor reports, Uganda officials said motorists will start to pay tolls on the Entebbe Expressway in July. Several government departments are working “to have the national road toll strategy gazetted by end of June.” The article notes that a cabinet tolling policy was adopted in 2019, but the country’s solicitor general said a legislative act was necessary for the policy’s implementation.
A Daily Monitor editorial maintains that toll collection should have started sooner and the delay has serious implications with regard to the country’s debt burden. The editors note that US$350 million of the tollway’s US$476 million P3 construction cost was financed through a loan from the Export–Import Bank of China.
