Notice of Upcoming Design-Build RFP for AWZSC Program — CTDOT

SUBJECT: Notice of Upcoming Design-Build Request for Proposal for a Permanent Automated
Work Zone Speed Control Program

The Connecticut Department of Transportation (CTDOT) will soon be seeking to retain a firm (Contractor) experienced with Automated Work Zone Speed Control (AWZSC) to design and implement a permanent program for AWZSC. The deployed systems would be in active road construction work zones on state roadways within Connecticut. The project will be CTDOT Project No. 0170-3775 with a 5-year initial program duration and use a Design-Build project delivery method.

The Project scope will include, but not be limited to, the design, development, testing, deployment, operation, and maintenance of an automated work zone speed control program. This will also include project management, interagency and stakeholder coordination, reporting, maintenance of schedules, final design/development, furnishing, testing installing, operating, maintaining all field equipment and back-office systems, and oversight of any subcontractors, required for the implementation of the AWZSC Program, including reporting required by Legislation.

The system will consist of in-field equipment, and a back-office system with interfaces and coordination as required with third parties for license plate lookup, ticket validation, and a mail-house for sending and processing violations.

This solicitation will be open to all interested parties.

There are no specific CTDOT prequalification requirements for firms for this solicitation. The qualifications of responding firms will be evaluated through the selection process.

On the anticipated advertisement date of April 30, 2025, the Procurement Request for Proposal (RFP) solicitation letter will be posted on the Department of Administrative Services (DAS) State Contracting Portal (new CTSource Bid Board). A link is provided below to the CTSource Bid Board. The RFP solicitation letter will direct interested parties to www.Bidexpress.com to obtain/download all RFP documents. The Department is planning to use www.Bidexpress.com for the RFP solicitations and the related submission process.
