New York Thruway Opens 19th Renovated Service Area
“The Sloatsburg rest stop in Rockland County, the largest of the New York State Thruway Authority’s 27 service areas, has reopened after a largescale renovation that included the addition of Chick-fil-A and Shake Shack restaurants,” Lohud,com reports. It’s the nineteenth service plazas to reopen as part of a comprehensive $450 million P3 upgrade, and one of four to undergo a “total makeover.” With an average of 42,000 vehicle visits per day, the Sloatsburg plaza is one of the state’s busiest. The new 31,000-square foot facility features a playground, adult changing station, dog-walking areas and six high-speed electric vehicle chargers.

Following its 2024 Legislative Summit last month, the National Conference of State Legislatures (NCSL) recaps a session devoted to how states are grappling with changes in traditional transportation funding methods. Kansas State Representative Shannon Francis summed up the dilemma facing most states, saying, “We have a problem where we’ve got new technologies coming on board that we really don’t know how to tax.”
Session contributors included the Reason Foundation’s Baruch Feigenbaum, who noted that the improved fuel efficiency of gas-powered vehicles, not electric vehicle adoption, is currently the leading cause of the tax receipt drop-off. He added that some states with high population growth are seeing fuel tax dollar increases, but the revenue isn’t keeping up with the high rate of inflation in the construction industry. CDM Smith’s Andrew McLean discussed road-usage charging and the reasons states are gravitating toward RUC as a solution. Chris Tomlinson, now a managing director at Deloitte Consulting but familiar from his leadership of Georgia transportation agencies and IBTTA, talked about tolling advantages and disadvantages and the states that have discovered that managed lanes can both relieve congestion and create a new source of significant revenue.
