Jim Griffin, Major Contributor To Texas Tollway Expansion, Recently Died At Age 90

Dallas Morning News obituary notes James Wilson Griffin’s recent death at age 90. Much of his diverse, 66-year career in civil engineering was, in the words of the death notice, “dedicated to a passionate belief that a robust Texas economy is heavily dependent upon a modern, well-maintained, high-capacity highway network financed from multiple sources.” In 1968, Mr. Griffin became the sole staff engineer for the Texas Turnpike Authority. He later served as an executive or advisor for other toll agencies, including the North Texas Tollway Authority, TxDOT’s Texas Turnpike Division and the Alamo Regional Mobility Authority. “In those 40 years of employment experience with Texas Turnpike agencies,” the obituary notes, “Jim actively participated in the successful planning and marketing of $3.95 billion in turnpike revenue bonds.” In recognition of his years of active participation in IBTTA, Mr. Griffin was elected an Honorary Member of IBTTA in 2008.

Philippine Toll Regulator Announces Rate Increases Effective On Friday

Philippine News Agency reports that more Philippine toll road rate increases are about to take effect. The Toll Regulatory Board (TRB) announced that it will cost more to travel the South Luzon Expressway (SLEX) and the Muntinlupa-Cavite Expressway (MCX) beginning Friday, November 3. TRB noted that rate hikes will be implemented in tranches over the next two years “to protect the general welfare, curb existing inflationary situation and to mitigate the impact of the toll rate adjustments.” SLEX, a San Miguel Corporation asset, last adjusted rates in 2011. In August, the company reported double-digit revenue growth during the first half of 2023. “At MCX, the TRB said the hike in toll fees could have been implemented as early as July 31 this year when it issued a notice to start collection, but the new toll concessionaire deferred the immediate implementation as a consideration to the tollway users.” The Villar Group’s Prime Asset Ventures completed its acquisition of MCX from Ayala Corporation in August.
