Temporary Repairs Permit Reopening Of Sanibel Causeway

NPR reports, temporary repair of the Sanibel Island Causeway was completed slightly ahead of schedule yesterday. The three-mile long toll facility was partially washed away in last month’s Hurricane Ian, but around-the-clock efforts by “100 crews” has restored vehicle access to the devastated barrier island, population 6,300. “Workers used 8,200 loads of fill dirt, 2,400 loads of rock, and 4,000 tons of asphalt.” The reopening will hasten island recovery and restoration operations.

Miami Herald and News-Press report on the repair operation and causeway access restrictions imposed by local officials. At a news conference marking the reopening, Florida Governor Ron DeSantis (R) said permanent repair of the facility will be the responsibility of county and municipal officials.

Victoria Sheehan Selected To Lead The Transportation Research Board

The National Academies of Sciences, Engineering, and Medicine announced that Victoria Sheehan will leave her post at New Hampshire DOT and become executive director of the Transportation Research Board (TRB) on December 5. Before assuming the leadership of the state agency seven years ago, Sheehan held senior planning and program management positions at Massachusetts DOT. She was president of the American Association of State Highway and Transportation Officials (AASHTO) from 2020-2021. She will replace Neil Pedersen, who announced his retirement in March. National Academies official Gregory Symmes said Sheehan’s “experience with complex, multifaceted projects and organizations will bring important skills not only to TRB, but to the important cross-disciplinary work that is necessary to address the implications for transportation of the ongoing challenges of climate change, pandemics, diversity, and economic growth.”

Rhode Island Appeals Decision Invalidating Its Truck Toll Program

The Providence Journal reports, “A little less than a month after U.S. District Court Judge William E. Smith found the state’s truck tolling system unconstitutional and the tolls were shut off, the Rhode Island Turnpike and Bridge Authority has filed notice to appeal the ruling” to the US Court of Appeals for the First Circuit. The Rhode Island Trucking Association and Governor Dan McKee’s Republican challenger, Ashley Kalus, immediately issued statements criticizing the appeal.

Hanoi Proposes Gradual Implementation Of Congestion Pricing

VnExpress International reports, the Hanoi Public Transport Management Center is proposing to introduce a congestion pricing program in the city in 2024. During a pilot stage of implementation, nine locations “on routes with high traffic density leading to downtown areas” would be tolled. In November 2025, the pilot would be evaluated in preparation for a possible expansion of tolling into other parts of the city between 2026 and a date sometime after 2031. The center’s proposal states that tolls at a projected rate of 22,300 VND (about 91 US cents) would be collected “from car owners who enter areas vulnerable to congestion during specific time frames.”
