Poland's National Tollway Operator Awards Kapsch A Multiyear Customer Service Contract
Kapsch TrafficCom announced it won the tender to provide a full range of direct customer services at one hundred, 24-7-365 distribution points for the Polish government’s e-Toll system. The scope of Kapsch’s contractual responsibilities includes registering toll customer data, responding to customer inquiries, accepting payments, charging accounts and providing on-board equipment. Kapsch will furnish IT hardware and software and telecommunication connections at the distribution points, most of which are in tollway service stations. It will also train staff of the roadside facilities and provide marketing materials and on-board units. The contract is valued at PLN 62.87 million (approximately USD 15.1 million) and will run for three years from February 1, 2024.
The e-TOLL collection system covers the entirety of Poland’s 3,660-kilometer (2,274-mile) national toll highways network and is Global Navigation Satellite System-based. All vehicles with a maximum authorized weight exceeding 3.5 metric tonnes are subject to tolling, and drivers have several options for transmitting location data and paying tolls.

The Charlotte Observer reports, another round of overnight I-77 lane closures is taking place this week. Last night and again tonight, both the general purpose and express lanes on I-77 southbound around exit 23 shut down between 10:30 PM and 5:00 AM. Work on the northbound side of I-77 reportedly wrapped up Tuesday. The closures are necessary to advance a $30.8 million North Carolina DOT project to convert the exit 23 interchange to a diverging-diamond layout and widen an adjacent segment of US 21. The department expects the work — part of its reduced conflict intersections initiative — to alleviate congestion and reduce crashes at exit 23 and other nearby interchanges.

Transurban North America announced that it conducted connected autonomous vehicle (CAV) demonstrations on metro DC’s 395 Express Lanes last week in collaboration with Virginia DOT, the Virginia Tech Transportation Institute (VTTI) and the Michigan-based research firm Crash Avoidance Metrics Partners, LLC (CAMP). “The trials and demonstrations were funded in part by a $7.5 million grant from [USDOT] to support CAV research, also known as automated driving systems (ADS).” The demonstrations were conducted in partnership with law enforcement officers and first responders “to identify situations in which CAVs need to respond quickly and appropriately, such as the presence of first responders, work zones or traffic incidents on the road. While CAVs are currently able to navigate their immediate area, the demonstrations are meant to demonstrate how technology integrated into infrastructure like the smart Express Lanes can make CAVs safer, more reliable, and more efficient as the industry prepares for the next generation of road travel.” Mike Discenza, Transurban North America’s acting president, observed, that the firm’s “proprietary, embedded technologies and [the closed environment of the express lanes] enable the perfect testing ground for infrastructure that talks to vehicles and vice versa — making roads safer as travel turns autonomous.” Another round of 395 Express demonstrations is scheduled for next month.

The American Association of State Highway and Transportation Officials (AASHTO) provided a preview this week of the agenda for its forthcoming annual meeting in Indianapolis. The keynote speaker at the November 13-16 gathering will be Eric Bailey, bestselling author and president of Bailey Strategic Innovation Group, which AASHTO calls “one of the fastest-growing human communication consulting firms in the United States.” Bailey will explain how a safe, efficient and resilient transportation system is the foundation of a strong economy and many “quality of life benefits.” He will also address public attitudes about the transportation system. AASHTO also announced the scheduling of four “knowledge sessions” devoted to workforce recruitment, “engaging communities to put equity into action,” AI and communicating the impacts of the Infrastructure and Investment Act (IIJA) on communities.

“Government Technology” reports, California’s Communities in Charge initiative will make available $38 million in aid to accelerate installation of Level 2 electric vehicle (EV) charging stations. The application window for the next funding round is November 7 through December 22, and any property owner or authorized lessee may apply directly or through a representative. A first wave of funding granted $30 million from the California Energy Commission’s Clean Transportation Program in March. A key focus of Communities in Charge, which is managed by the nonprofit CALSTART, is to distribute EV charging resources equitably throughout the state, rather than concentrating the infrastructure in high-density areas on the coast. The article states that the aim is “to increase mid-level charging in apartment housing, job sites, places of worship and other areas.” A minimum two-year maintenance plan must be included in each funding application.
