Colorado Starts Major I-25 Express Lanes Extension This Weekend
Colorado DOT announced yesterday that construction of I-25 North Express Lanes from Mead to Berthoud will begin as soon as this Sunday, May 12. The project, Segment 5 of CDOT’s I-25 North Express Lanes program, covers six miles of the interstate corridor. Work will include:
- addition of one tolled express lane in each direction from Colorado 66 to just south of Colorado 56,
- installation of a toll system,
- roadway shoulder widening,
- full reconstruction of the Weld County Road 34 interchange,
- full reconstruction of five bridges, and
- integration of ITS equipment.
When the project is completed in 2028, the new roadway section will connect to the approximately 20 miles of I-25 improvements CDOT completed last year between Berthoud and Fort Collins, and I-25 will have more than two lanes all the way from Denver to Fort Collins in both directions.
In addition to its detailed traffic advisories, the department posted a project video with information about scheduling, scope of work and project team contact information. Ralph L. Wadsworth Construction and SEMA Construction, Inc., are CDOT’ contractors.

USDOT announced the launch of an initiative, Connect to Capital, to “help small businesses increase access to private equity capital investors.” Administered by the Office of Small and Disadvantaged Business Utilization (OSDBU) through an online portal, the program “serves as a database of Small Disadvantaged Businesses (SBDs), Disadvantaged Business Enterprises (DBEs) and capital investors licensed by the SBA Small Business Investment Company (SBIC) program, which allows investors to connect with small businesses seeking to attract private investments.” The overall initiative and its portal are designed to help participating SDBs and DBEs “by increasing their awareness and understanding of capital fundamentals and the various aspects of capital as well as increasing their ability to expand their businesses significantly through private investment.” The new portal is part of the government’s Connections MarketPlace (CMP) platform, which means users can also “seamlessly access business development symposiums, webinars, panel discussions and meetings.” USDOT launched Connect to Capital because it recognizes that “ability to access capital is one identified barrier to building capacity and increasing SBDs/DBEs participation with federally funded contracts.” OSDBU’s Acting Director, Tyra Redus, commented, “It is a mutually beneficial resource for small businesses and for investors because of its national scope which decreases barriers to information on both sides and facilitates direct interaction.”

Last week, USDOT issued revised Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 regulations that take effect on June 3. The department’s final rule, the first update in almost 20 years, made “important changes” for the benefit of persons displaced when residences, businesses or farms are acquired for or affected by federally-funded projects. The rule changes, summarized in a department news release, include “important equity considerations,” such as benefit levels adjusted for inflation, “new authority to ensure future benefit levels are adjusted expeditiously,” and improved services for displaced persons. The department has scheduled a webinar for the afternoon of May 21 (Eastern time) to inform stakeholders about the regulatory update.
