USDOT Dismisses Premature Title VI Challenge To CFX Project

A USDOT Office of Civil Rights complaint alleging that a proposed tollway connection through a Florida town violates Title VI of the Civil Rights Act of 1964 has been dismissed, WFTV reports. The Central Florida Expressway (CFX) wants to connect I-4 south of Orlando with Florida’s Turnpike by building a new route, the Southport Connector Expressway. One alternative under consideration would erect an elevated segment of the expressway over the central thoroughfare of Poinciana, an unincorporated community situated in Osceola and Polk Counties. Local residents — most of whom are Hispanic — filed the complaint alleging that the CFX proposal would divide the main business district and threaten businesses and jobs. Federal officials dismissed the complaint on the basis that the connector project is still undergoing design and it’s too soon to determine whether it represents a civil rights violation. CFX anticipates making more information about the route, including the homes and businesses that would be affected, available within the next year. In a statement, CFX expressed its commitment to engage with the rapidly expanding community as an ongoing study of the project continues. “During the process, we will evaluate roadway alternatives and improvements that consider the community, economics and the natural environment. Later this summer, we will initiate a variety of opportunities where the community can provide input during this project study phase.”

DRJTBC Selects Consultant For Bridge Replacement Project Environmental Review

The Delaware River Joint Toll Bridge Commission (DRJTBC) announced yesterday it has hired HDR Engineering ” to conduct a multi-year environmental review process that could help determine whether the 119-year-old weight-restricted operationally challenged Washington Crossing Toll-Supported Bridge should be replaced.” Under a contract not to exceed approximately $8 million, HDR will evaluate options for replacing or rehabilitating the bridge, or taking no action. According to DRJTBC chief executive Joe Resta, the contract award “is a step forward toward determining what approach the Commission should take with its aging, limited-capacity, safety-challenged Washington Crossing Bridge and its inherently poor customer-experience profile. This environmental review will take years to complete. It’s a first step strictly limited to research and analysis. It does not authorize the hiring of a contractor and it certainly does not authorize design and construction of a new bridge.” Since February, when DRJTBC issued a request for proposals for the environmental review, some local government officials and residents have been challenging the replacement proposal on the basis that a modern structure is inconsistent with the area’s historic character. In the announcement of HDR’s selection, DRJTBC emphasized that the environmental review process will be thorough and provide ample opportunity for public input.

Portugal Appears Set To Eliminate Tolling Of Eight Motorways

Portugal Resident reports, according to CUVI, an A22 motorway users organization, legislation recently advanced by a key committee of Portugal’s parliament is all but certain to eliminate tolling of several highways as of January 2025. “Finally, we will have a toll-free Algarve,” the group said in a statement issued this week. The article suggests that the legislation, which affects tollways operated by concession companies, now only needs a presidential “rubber stamp” and publication in the government’s official gazette to become law. CUVI is celebrating the development, arguing that the tolling was deemed illegal by the European Union and has suppressed economic development and competitiveness.
