Joe Donahue Returns To E-470 Authority As Executive Director
Joe Donahue has been appointed executive director of the E-470 Public Highway Authority in Colorado, the agency’s board announced this afternoon. Mr. Donahue, who was the authority’s finance director from 2000 to 2012, was selected following a nationwide search. Most recently, he was an HNTB toll technology senior consultant overseeing projects nationwide. Board chair John Diak commented that the new director “is a dynamic leader who will help the Authority continue to invest in the communities it serves while utilizing his skills and experience to embrace the evolving transportation landscape in our region.” During his earlier E-470 service, Mr. Donahue helped introduce planning, budgeting and debt management strategies, and “was a key contributor to the Authority’s conversion to All-Electronic Tolling (AET) in 2009.” He succeeds former chief executive Beau Memory, who left E-470 at the end of last year to lead Transurban North America.

ConstructionEquipmentGuide.com reports on the recent Colorado DOT event that launched construction of six miles of I-25 North Express Lanes from Mead to Berthoud. The $250 million project (Segment 5 of CDOT’s I-25 North Express Lanes program) will create the last link in the chain of managed toll lanes built to improve corridor mobility and safety. The segment under construction now will connect to the approximately 20 miles of I-25 improvements CDOT completed last year between Berthoud and Fort Collins, and I-25 will have more than two lanes all the way from Denver to Fort Collins in both directions. The article looks at the project deliverables and expected results. Completion is scheduled for mid-2028.

The New York Senate confirmed the nominations of two new appointees to the New York Thruway Authority board, according to a June 12 authority news release:
- Joan McDonald is Westchester County’s director of operations and chair of the New York State Bridge Authority board. From 2011 to 2015, she was commissioner (chief executive officer) of the New York State Department of Transportation. She has been active in transportation industry organizations.
- Paul Tokasz was a New York State Assembly member for 18 years and served as majority leader until 2006, when he retired to become a government relations manager for M&T Bank. Earlier in his career, he held several posts in Erie County government.
Both Ms. McDonald and Mr. Tokasz were nominated by Governor Kathy Hochul (D).
