WA Post: Maryland Should Catch Up with Virginia on Express Lane Construction
The Washington Post editorial board writes, Maryland would do well to emulate Virginia’s progress in expanding highway capacity to meet the expected growth in metro DC population and car ownership. “Northern Virginia is on its way toward completion of a nearly 100-mile network of tolled express lanes on the Beltway, Interstates 66, 95 and 395 that are already used daily by tens of thousands of commuters and others. Most of it was financed, built and managed by the private sector, which keeps most of the revenue and spares taxpayers most of the burden of a $1 billion investment.” The editors specifically endorse Maryland Governor Larry Hogan’s P3 plan to build tolled express lanes, calling it “a sensible response to a predictable crisis that threatens to consign his state to perpetual also-ran status in the regional economic sweepstakes.”

The Connecticut Mirror publishes an op-ed column by A-to-Be USA chief executive Jason Wall, who argues that because federal and state fuel tax revenue is an increasingly unreliable source of infrastructure funding, Connecticut “must implement a sustainable highway financing solution,” specifically tolling. Just as telecom customers pay fees to ensure that networks expand and systems work faster and more reliably, Wall writes, road users should “invest in transportation solutions that can generate revenue, improve road safety and decrease congestion, and that will in turn attract new business to the state, offer access to new jobs and foster innovation.”

A Brisa news release announced the company’s partnership with a major Portuguese insurer to provide “advanced telematics-based insurance products” to motorists who opt to use an app — Smart Drive — that monitors their driving and awards toll credits and premium discounts for safe behaviors. Brisa will use MoveBeyond™, the software platform developed by its A-to-Be subsidiary, for back-office program administration. The news release notes, “A-to-Be MoveBeyond™ has successfully administered tolling and road usage charge (RUC) backoffice solutions in four states across the United States.”

CBS News Miami reports, a 44-year-old driver attempting to enter the Florida Turnpike Extension early yesterday morning lost control of his car, swerved onto a grassy area and then into an adjacent canal. First responders were able to locate the car and remove the driver, but he was pronounced dead at a nearby hospital. The investigation of the accident is reportedly continuing.

The Straits Times (subscription required for full access) reports, the Malaysian Finance Ministry’s plan to acquire control of four toll road concessions from Gamuda Berhad for RM6.2 billion (about US$1.5 billion) “is facing opposition” from within the prime minister’s cabinet, sources tell the newspaper.
