Illinois Tollway Seeks Workforce Development Initiative Proposals
The Illinois Tollway Authority has an outstanding request for proposal (RFP 21-0196R) issued to prospective vendors for its Workforce Development Technical Assistance Initiative, branded the Illinois Tollway ConstructionWorks Program. The initiative supports job training and career development opportunities designed to increase participation in authority contracts by under-represented groups such as minorities, women, and veterans. Proposers must have a record of serving historically under-represented individuals and be qualified by experience to provide a variety of recruitment, training, placement and retention support services. The initial term of a contract will be three years, but the authority is reserving an option to renew for two additional periods of one-year each. An optional pre-proposal meeting is scheduled for July 28; RFP questions must be submitted by August 2; and electronic RFP responses are due August 31, 2023, at 10:00 AM. WTOP reports that Maryland transportation officials are conducting a “hiring blitz” to fill 1,100 jobs, a vacancy rate equal to around 10 percent of the authorized workforce. The openings exist across all Maryland DOT constituent agencies and include a variety of professional, maintenance, transit and clerical posts. According to MDOT Deputy Secretary Samantha Biddle, the campaign — dubbed “Taking you places!” — promotes the advantages of public employment (including opportunity for advancement, good benefits, reasonable work-life and balance and community service), but also involves a review of compensation levels. Governor Wes Moore (D) has set a goal of filling at least half the current vacancies by the end of this year.
