US House Pass $715 Billion Transportation Infrastructure Bill
The Hill reports, the US House today passed the $715 billion INVEST in America Act (HR 3684) which includes reauthorization of the federal surface transportation programs. The vote, 221 to 201, reflected extensive Republican opposition to the measure despite its inclusion of 403 earmark projects requested by the party’s representatives. Democrats are hoping the bill will “shape parts of the broader infrastructure package — a top priority of President Biden — currently under discussion in the Senate and White House.” The Hill notes, “A bulk of the House package tackles surface transportation projects, with designs not only to bolster the nation’s aging roads and bridges, but also to impel a seismic, country-wide shift away from fossil-fuel-based infrastructure programs . . . towards mass transit and other more sustainable ventures that take into account a warming climate. Toward that end, the bill features provisions discouraging states from leaning on highway expansions as their only strategy for relieving congestion; promotes a shift to zero-emission transit vehicles; expands transit to more rural communities; and includes $4 billion for charging stations and other electric vehicle infrastructure.”

WECT reports, yesterday, North Carolina DOT unveiled aspects of the unsolicited, private proposal it has received for replacement of Wilmington’s Cape Fear Memorial Bridge in a presentation to Wilmington Urban Area Metropolitan Planning Organization (WMPO) board. “NCDOT did not disclose who the private entity is, other than it’s a national caliber design firm that has experience with projects on the North Carolina Coast.” At this stage, state transportation officials are seeking a sign of interest from WMPO. If it is received, NCDOT would begin a procurement process open to the unidentified proposer and any other interested firms. WMPO scheduled the matter for discussion in July to give board members an opportunity to solicit public feedback.

In a Pennsylvania Turnpike Commission (PTC) news release, CEO Mark Compton stated, “We are anticipating 5.7 million customers traveling our roadway from Friday, July 2 through Sunday, July 11. The traffic during this 10-day period represents a near return to pre-pandemic traffic levels and more than a one million increase over last year’s traffic numbers during the pandemic.” He noted that “speeding, and distracted driving have become more acute since the pandemic,” and advised drivers to be alert, prepared and ready to face delays. PTC created a summer travel website section for the convenience of its customers. It includes information for recreational vehicle users, whose numbers are expected to increase this vacation season.
AAA nd INRIX are also forecasting a near-return of normal July 4 holiday road travel this year. AAA predicts “the second-highest Independence Day travel volume on record, trailing only 2019,” in an advisory that includes information about popular destinations and expectations about traffic congestion in various parts of the US.
