MTC Finance Chief Brian Mayhew Will Retire Next Month

The Bond Buyer reports, Brian Mayhew, the chief financial officer of the Metropolitan Transportation Commission and the Bay Area Toll Authority, will retire next month. MTC is in the process of recruiting his replacement. Former MTC executive director Steve Heminger praises Mayhew’s performance, particularly his management of the capital financing program during the Great Recession and other external crises. Michigan Bill Would Require DBOM Delivery Of All Major Highway Projects

Sturgis Journal reports, a Michigan bill (HB 5369) would require the state to follow the design-build-operate-maintain model when contracting for new highway construction or major reconstruction projects. “Each contract would continue for at least 10 years after completion of the initial construction project. The lowest compensation for the contractor in any year of the contract would be at least equal to 10 percent of the highest-paying year of the contract.” The bill prohibits tolling of any facility. The measure’s sponsor, Representative Steve Carra (R-59), says, “By pairing construction with long-term maintenance, my plan will give contractors a greater role in the entire process and focus their interests to make our roads last longer.”
