Tampa, FL (May 11, 2022) — The Tampa Hillsborough Expressway Authority (THEA) is excited to announce Andy Lelewski, P.E., as its Director of Toll Operations. Lelewski brings 24 years of toll industry experience to THEA and has spent the last 13 years as a Director at the North Carolina Turnpike Authority where he managed $150 million in toll system technology and customer service related contracts and led the performance of staff and over 100 consultants and contractor positions.
While Director, the Turnpike Authority opened the Triangle Expressway and twice won the IBTTA President’s award, the highest award given by the association. The 2016 and 2018 honors were awarded for advancements of the Authority’s customer service and toll interoperability program. He is well versed in all aspects of the tolling industry from the design and implementation of toll facilities to long-term capital planning and customer service.

Along with his years of industry experience, Lelewski holds professional affiliations with many transportation associations including the International Bridge, Tunnel and Turnpike Association (IBTTA), the Transportation Research Board (TRB) and the Intelligent Transportation Society of America (ITS America).
