Illinois Tollway Advertises Five Future Design And Construction Management Contracts
Yesterday, the Illinois Tollway Authority announced it is seeking professional engineering firms to provide design and construction management services under five new contracts with a total value of $14 million. The Move Illinois capital program contracts, which the Tollway expects to award in early 2025, are for:
- ITS design services for the I-490 Tollway Project;
- construction management services for toll plaza improvements;
- construction management services for fiber-optic improvements on the Veterans Memorial Tollway (I-355);
- construction management services upon request, systemwide; and
- construction management services for facilities.
The authority anticipates contract work will begin in 2025.
Firms interested in submitting statements of interest as prime consultants or as subconsultants are invited to attend an optional virtual pre-proposal meeting on Thursday afternoon, September 12 (registration is online). Statement of interest submissions are due by 4:30 PM Central on September 27, 2024. Detailed information about the five contracts is included in Tollway Professional Services Bulletin 24-3.
On a related topic, a spokesperson said last week the authority has taken administrative steps to prevent an error that caused it to reevaluate the award of a major 2023 construction contract. In that case, it overlooked a recent state law affording Illinois-based companies a bidding preference. After the error was discovered, the authority had to revoke a contract with New York-based Judlau Construction and instead give the work to Illinois-based Walsh Construction. The recent settlement of a lawsuit brought by Judlau cost the authority more than $30 million.

The Metropolitan Transportation Authority (MTA) announced yesterday that its chair and CEO, Janno Lieber, appointed Michael Kemper to serve as the authority’s chief security officer starting September 30. Kemper has filed for retirement (effective September 27) from the post of New York City Police Department transit bureau chief, a role he assumed at the end of 2022.
Chief Kemper will have overall responsibility for public safety. He will manage the MTA Police Department, including its subway operations, oversee the protection of major infrastructure, such as Grand Central Terminal and the MTA bridges and tunnels, and spearhead the agency-wide fare evasion enforcement strategy. Mr. Lieber commented, “Michael Kemper has been the architect of the NYPD’s hugely successful strategy for reducing crime in the transit system. It has made transit much safer in all of the major crime categories, and I look forward to a continuation of progress with him leading MTA’s security initiatives, in collaboration with the NYPD.”

The Tampa Hillsborough Expressway Authority (THEA) announced that Vincent J. Cassidy was recently reelected to chair the authority board. Mr. Cassidy is a title services company executive and real estate investor with a deep background in commercial banking. The board reelected Bennett Barrow to the post of vice-chair and gave John Weatherford another term as secretary. Mr. Barrow is the president of an asset management firm. Mr. Weatherford is the founder and CEO of an insurance agency.
