Why Biden And Harris Aren't Talking Up Infrastructure Accomplishments

On Governing, senior staff writer Jared Brey explores why, after making $450 billion in infrastructure investments possible, neither President Joe Biden nor Vice President Kamala Harris have spotlighted the accomplishment during the current presidential campaign. With input from senior fellows at Brookings Metro and the right-leaning Manhattan Institute, as well as the infrastructure policy director at the left-leaning Center for American Progress, the article cites three major explanations: the time lapse between a funding announcement and the realization of a major infrastructure project; the bipartisan appeal of infrastructure spending doesn’t lend itself to distinguishing a candidate from his or her opponent; and the existence hot-button issues that are more likely to influence voters’ choices. According to Brookings’ Adie Tomer, “The results of the election will have far-reaching implications for infrastructure. But they’re not, most likely, going to be a primary motivator at the ballot box.”
