Without Controversy, Mobile, Alabama, MPO Adopts TIP That Includes Toll Bridge Project
WALA reports, the Mobile Metropolitan Planning Organization, one of the Alabama metro area’s two planning agencies, yesterday unanimously adopted its FY 2024-2027 Transportation Improvement Program “without fanfare.” Although it encompasses many projects, the plan’s centerpiece is the $2.7 billion Mobile River Bridge and Bayway Project, which includes construction of a new toll bridge carrying I-10 over the river. The article notes that Wednesday’s vote “was in stark contrast to a contentious runup to the last Transportation Improvement Program, which featured a revolt over tolls proposed for the bridge and Bayway. That version died when the MPO and its counterpart on the Eastern Shore pulled it from their TIP lists, making it ineligible for federal funding. But the current proposal, which features lower tolls and continued free use of the Wallace Tunnel, has much broader support. [A planning official] said the MPO did not receive a single public comment.” WALA talks with an Alabama DOT project manager about the status of bridge construction contract negotiations and the state’s plan to seek federal funding in addition to that it has already secured.

Miami Herald reports, the board of the county-controlled Miami-Dade Expressway Authority (MDX) has authorized its attorney to seek relief from a circuit court judge’s ruling that MDX has been dissolved as a matter of state law. The judge in Leon County also gave MDX’s rival, the state-backed Greater Miami Expressway Agency (GMX), control of a bank account containing about $12 million in toll revenue. In an interview, MDX’s lawyer described the suit that led to Monday’s decision as “an end-run against the legal battle MDX was already winning in Miami-Dade, where a judge ruled the GMX takeover violates the county’s Home Rule independence that prevents Tallahassee from dictating local affairs.” He also criticized Governor Ron DeSantis (R), who controls the appointment of the GMX chief executive and the majority of the board members. The GMX board met at a Florida DOT office after the ruling and voted to suspend MDX’s top managers and stop payments to its lawyer.

Daily Commercial News, in a detailed update on Gordie Howe Bridge construction, reports, “The talk in Windsor and Detroit is that, after more than two decades of planning, the $5.7 billion Gordie Howe International Bridge (GHIB) is actually starting to ‘look like a bridge.’ Both south (Windsor) and north (Detroit) towers have been evident over much of the past year, but the bridge approach and main decks are now taking shape as construction, to the naked eye, incrementally plods its way from both sides eventually to meet in the middle. Moreover, dozens of white cables have now been installed linking the apex of the towers to the bridge deck below, providing a first glimpse of how the largest cable-stayed bridge in North America will ultimately look.”
