Poole Predicts New I-405 Facility Will Demonstrate Express Lane Effectiveness

On The Orange County Register’s op-ed page, Robert Poole, Reason Foundation’s transportation policy director, names Orange County, California, a pioneer in the development of tolled express lanes and confidently predicts the county’s forthcoming I-405 Express Lanes will provide motorists with faster, more predictable journeys while expediting public transit services and contributing to a general reduction of traffic congestion. Poole comments on ways the Orange County Transportation Authority’s I-405 planning adheres to and deviates from what he regards as best practices and for the operation of tolled managed lanes. He also rebuts several arguments commonly made by opponents of the express lanes concept.

Commentary: Response To Philadelphia I-95 Overpass Collapse Holds Lessons In Agility

A “Governing” column by contributors William Eggers and Donald Kettl call the swift repair of June’s I-95 overpass collapse in Philadelphia an “agile response — one that was effective, collaborative and swift,” and insist, “There’s no reason it can’t be more common. Organizations of all types, public and private, need to move quickly to identify and learn from such agile approaches. They can organize around results, not fiefdoms, and be more agile in delivering services. This is especially important as big disrupters will continue to pose greater challenges.” The authors, government management and policy experts, outline principles that can lead organizations to “institutionalize agility.”
