Bay Area Agencies Spotlight Programs To Ease Toll Payment And Obtain Fee Waivers
The Metropolitan Transportation Commission (MTC) announced the launch of a public awareness campaign for its Bay Area Toll Payment Plan whereby low-income drivers will be forgiven payment of violation fees and offered payment plans for outstanding toll debt. Program eligibility extends to bridge and express lane toll payers, including people who live outside the Bay Area, who have a household income at or below 200 percent of the federal poverty level. The Bay Area Toll Authority (BATA) is spreading public awareness through social service and housing agencies, community organizations and similar entities. The plan was adopted in the wake of a critical appraisal of FasTrak tolling enforcement and a legislatively mandated Low-Income COVID Waiver Program.
The payment plan outreach coincides with implementation of one-time income-blind forgiveness programs offered through September by regional toll agencies. “BATA, the Golden Gate Bridge and MTC’s Bay Area Infrastructure Financing Authority unit will waive all penalties associated with toll violations on their facilities on a one-time basis. The Alameda County Transportation Commission, the San Mateo County Express Lanes Joint Powers Authority and the Santa Clara Valley Transportation Authority (VTA) each will waive one penalty per customer for toll violations on their Express Lane facilities.”

To help Florida’s Sanibel Island continue its economic recovery after being devastated by storm surge from Hurricane Ian last September, the Sanibel and Captiva Islands Chamber of Commerce has launched a “Savor the Shore” campaign to incentivize nearby residents and tourists to visit, WFTX reports. “In support of this campaign, the Lee County Board of Commissioners voted to waive tolls on the Sanibel Causeway starting this Sunday, and every Sunday for the next six weeks.” To date, not quite 120 of the chamber’s 600 member businesses have reopened. One beachgoer tells WFTX he thinks limiting the toll waiver to one day a week is a tepid gesture that indicates community leaders are not fully invested in the effort. But Chamber president John Lai defended the decision as a good start that balances the city’s and county’s financial needs.

Yesterday, Wyoming DOT released the draft of its State Transportation Improvement Plan (STIP) for 2024. In addition to projected contracting for the fiscal year that begins October 1, the final plan will address short- and long-term capital improvement projects and provide a summary of pass-through federal funding for public transportation. WYDOT is accepting public comment on the draft through September 1. WYDOT provides an interactive STIP project map on its website.
