Major Construction Of New Colorado Express Lane Will Begin After July 4
CBS News Colorado provides an update on the state’s I-70 Floyd Hill to Veterans Memorial Tunnels Project, a $700 million, multiyear undertaking that will add a tolled express lane along eight miles of mountainous interstate that is congested and due for rehabilitation. Colorado DOT staff say major construction on the three-phase project’s first, eastern, segment is scheduled to start immediately after July 4. “20-minute traffic holds will take place starting in August when crews begin blowing up the sidewall in the canyon to widen the stretch, but aside from those once or twice-a-week occurrences, most of the work is expected to be completed during overnight-non-peak traffic times minimizing the effect it has on drivers maneuvering through an already difficult stretch of mountain interstate.”
KMGH takes an in-depth look at the scheduled construction, as well as the project’s aims and origins.

Delaware Business Now reports, on Wednesday, Delaware’s motor vehicles agency suspended several activities, including in-person collection of cash payments at toll roads, because of the reduced air quality produced by the wildfire smoke that blanketed part of the US Mid-Atlantic region. Cash collection resumed yesterday at 4:45 PM with the improvement of conditions. Delaware DMV said it will continue to monitor and react to conditions. An air quality alert remains in effect in the state.
WDRE reported on this week’s unhealthful atmospheric conditions in the state.

Transurban North America announced that it has recently received more recognition for its achievements in operating the metropolitan Washington, DC, managed express lanes network. The Dulles Area Transportation Association celebrated the tenth anniversary of the original express lanes — “the first of their kind to introduce dynamic tolling in the US” — during its annual awards dinner. Transurban received the 2022 North America PPP Deal of the Year award from Proximo “in recognition of the creative collaboration financing” of I-495 Express Lanes Northern Extension (495 NEXT) project. The company also accepted the Virginia Transit Association’s Outstanding Contribution by a Business Award for 2023, which was given in recognition of Transurban’s contribution of express lanes revenue exceeding $60 million to date to the development and improvement of multimodal and transit services in the I-395 and I-95 corridors.

Fitch Ratings announced that the 1Q-2023 update of its European Airport and Toll Road Traffic Monitor shows Fitch-rated toll roads’ traffic volume “consolidated last year’s recovery across the board, with average traffic mid to low single digits above 2019 levels, mainly due to a high volume of light vehicle traffic.” Airports, Fitch added, “have continued their recovery, with traffic at 93% of pre-pandemic levels at end-1Q23.” The monitor (subscription required for access) is a resource for analyzing traffic volume data on Europe-Middle East-Africa (EMEA), US and Latin American debt issuers. “It compares current traffic with 2019 levels to allow users to track the sector’s recovery to pre-pandemic levels. The monitor also compares actual data against Fitch’s rating case to show how each issuer is performing against these scenarios.”
Earlier this week, Fitch announced publication of a compendium of the reports it has released in 2023 on the EMEA transportation sector. The reports “covered key rating drivers, peer comparisons, post-pandemic traffic/volume recovery, sector prospects for 2023 and beyond, answers to investors’ frequently asked questions and developments of issuers’ credit profiles, including ratings and leverage evolution.” A subscription is required for access to the online compendium.
