Michigan City Prepares To Finalize Lease Agreements With UBP Subsidiary
MLive.com reports, the Bay City, Michigan, City Council will meet in executive session tonight to discuss finalizing agreements with a United Bridge Partners (UBP) subsidiary for the maintenance, operation and tolling of two bridges. The UBP unit, Bay City Bridge Partners (BCBP), originally offered to acquire the city-owned bridges, rehabilitate one of them, replace the other and implement tolling. The parties later reached a lease agreement, pursuant to which BCBP commenced rehabilitation of the first bridge. According to MLive’s analysis of tonight’s meeting agenda, the final agreements will permit BCBP to rehabilitate rather than replace the second bridge. The article notes that BCBP will host a Thursday morning, November 10, event to update the public on the progress of the current (Liberty Bridge) restoration project. A schedule for the span’s reopening and the start of tolling has not yet been announced.

USDOT recently announced that Gloria Shepherd has been appointed executive director of the Federal Highway Administration (FHWA). During the 15 years prior to her elevation, Shepard served as Associate Administrator for Planning, Environment, and Realty. She earlier held executive posts within FHWA’s Office of Planning, the Maryland State Highway Administration and the New York Department of Transportation. FHWA Acting Administrator Stephanie Pollack commented, “Our nation’s street and highway infrastructure is changing in real time and there is no one with more experience and dedication to this work to help guide that transition than Gloria. Her expertise, commitment to mentorship of current and future transportation leaders, and the respect she has built over her long career position her to improve our transportation infrastructure as she leads FHWA as Executive Director.”

The Delaware River Joint Toll Bridge Commission (DRJTBC) announced that it unearthed some long-forgotten film depictions of its early facilities and operations during the recent transfer of its executive offices to a new building. The silent, black-and-white movies dating from the 1930s are being digitized and uploaded for public viewing on YouTube. The latest release includes footage of the Northampton Street Toll-Supported Bridge — still in use and now undergoing rehabilitation — that provides insight into Depression-era traffic congestion in Easton, PA, and Phillipsburg, NJ. Other sections of the film record traffic census work, bridge construction and a 1936 dedication ceremony. DRJTBC’s news release includes historical context for the film’s images.
