Pennsylvania Bill Would Permit Design-Build Contracting For Some Transportation Projects

The Center Square (Pennsylvania) reports on proposed Pennsylvania legislation (HB 2747) that would allow PennDOT and the Pennsylvania Turnpike to use the design build-best value procurement method (DBBV) for procuring construction of a “complex project,” defined as a stand-alone project with an estimated construction cost greater than $15,000,000 “that has unique characteristics that foster innovation or a need for accelerated completion where [DBBV] would be more advantageous to the Commonwealth than competitive sealed bidding.” (P3 projects are excluded from the definition.) The legislation is necessary because of a 2011 court opinion holding that the current terms of the state procurement statute prohibit agencies from using DBBV.

Florida Toll Discount Program Is Now In Effect

News-Press provides a primer on the “SunPass Savings” rewards program that took effect last Thursday, September 1. Until the end of February, the program will discount by 20 to 25 percent the the charges some motorists incur for using FDOT and Florida’s Turnpike facilities. To be eligible for the savings, a motorist must have a SunPass, E-PASS, Uni or LeeWay transponder account and pay to travel on the state tollways at least 40 times per month.
