Philippine Regulators Balk at Cutting Toll Rates to Sanction Concessionaire

Philippine Daily Inquirer reports, the country’s Toll Regulatory Board yesterday decided not to act immediately on a proposal to cut tolls on a section of the South Luzon Expressway (SLEx) that has become congested on account of road construction. A board spokesman said members were unsure of the legal basis for the action, and he noted, “[T]his is the first time, if ever, that we would be penalizing a concessionaire for road works meant to improve the safety and convenience of the expressway.”
