The North Carolina Turnpike Authority (NCTA) has released a Request for Proposals (RFP) seeking proposals from qualified contractors (“Proposers”) interested in providing a transition to a modern, low-infrastructure toll collection system. The ideal system shall leverage current industry technologies to maximize revenue collection and be designed to grow over the life of the program. The proposed scope of work includes, among other things, implementing the Roadside Toll Collection System (RTCS) on the Complete 540 Phase 2 segment (Interchanges 8 -13) and providing RTCS operations and maintenance.
A Mandatory Pre-Proposal Scope of Services Meeting is scheduled for Wednesday, March 18, 2026, from 1:00 PM – 2:00 PM EST, online via Web Conference. Per the RFP, Part I, Administrative, Section 3.1, interested parties are required to email the NCTA contact to register for the meeting by the RSVP due date of March 17, 2026, at 4:00 PM EST.
The Technical Proposal due date is May 4, 2026, at 4:00 p.m. EDT.
