New York Records 13,000 Speed Violations In Thruway Work Zone
A New York Thruway project provides stark proof of the hazards some drivers create, for crew members and fellow motorists, in highway work zones. During the initial six-week phase of a rehabilitation project on a busy I-90 segment, the state deployed automated work zone speed enforcement technology 53 times, coinciding with both day and night activity. Over that brief time, it issued nearly 13,000 violation notices to drivers. The highest speed recorded was 85 MPH in a 45 MPH zone. The Thruway Authority is now urging motorists to obey posted speed limits for the sake of worker safety.
The project is taking place across a 6.5-mile Thruway segment in Erie County that extends from east of exit 50 through exit 53. Oakgrove Construction is carrying out a $64 million contract to improve the roadway and enhance its safety. It has started by replacing drainage facilities but will move on to creating a permanent concrete median barrier and performing partial and full depth pavement repairs in both directions. The scope of work includes raising the vertical clearance of a Route 33 overpass and improving its pier protection as a precaution against truck strikes. The project is scheduled for completion in late 2027.

The June 2 New York Thruway Authority board meeting was the last for retiring director Joanne (Joanie) Mahoney, who has been serving an extended term. She was appointed in 2015 and served as chair from 2015 through 2025. Commenting on Ms. Mahoney’s leadership, authority executive director Frank Hoare said it was
critical to the successful delivery of the Governor Mario M. Cuomo Bridge, a project that redefined safety and connectivity between Rockland and Westchester counties and strengthened the region’s economic future. She also played a central role in implementing systemwide cashless tolling, which has now processed more than two billion transactions while reducing congestion and improving air quality for our communities.
Joanie’s impact extends across every corner of the system, from overseeing the modernization of all 27 Thruway service areas to supporting billions of dollars in capital investments that have enhanced safety, reliability and customer experience. Through it all, she helped us keep the Thruway financially sound and tolls as low as possible for the millions motorists who rely on us every day.
The board marked Mahoney’s resignation by issuing a resolution expressing gratitude “for her years of exemplary service and leadership.”
Ms. Mahoney is an attorney and former local government official who now serves as president of the State University of New York College of Environmental Sciences and Forestry.
