Xavier Defrenne Named ViaPlus CEO
ViaPlus, the VINCI Highways subsidiary, announced the appointment of Xavier Defrenne as chief executive officer. He is tasked with leading the company into its next phase of growth, with a focus on accelerating performance and advancing key strategic priorities.
“Throughout his career, Xavier Defrenne has led complex international operations and overseen public-sector client portfolios to deliver business growth and innovation, with a background spanning large-scale program delivery, business development, and technical and operational leadership,” the company stated in a news release. “He brings 25 years of experience in leadership roles, including more than 20 years dedicated to intelligent transportation systems (ITS), transit, and payment solutions.”
Mr. Defrenne joins ViaPlus from Conduent, where he held several senior management roles in the US and Australia.
ViaPlus is a global mobility company serving the transportation industry. Its customer operations, data analytics, and back-office technology facilitate over four billion transactions annually.

For more than four hours following an afternoon crash, both directions of Florida’s Turnpike remained at a standstill for 17 miles around Palm City and Hobe sound, WPBF News reports. The crash at mile marker 132 claimed two lives. Another person died in the early hours of Monday morning in a crash at mile marker 136. Off the turnpike, on Saturday morning, June 27, two more people were killed in another crash, bringing the total traffic fatalities in Martin County to five deaths in just three days.

The cases against the Municipal Corporation of Delhi (MCD) have reached the Delhi High Court, The Times of India reports. Shiva Corporation and Skylark Infra Engineering allege the agency’s latest RFP for Multi-Lane Free Flow (MLFF) toll collection is overly restrictive and counter to a 2024 decision to loosen its criteria in an effort to attract more bidders.
The project seeks a contractor to manage electronic toll collections from certain vehicles entering the city, and to upgrade the current RFID collection infrastructure to an MLFF system. It will involve 154 toll plazas and 244 lanes. The RFP’s eligibility requirement calls for vendors to have, at a minimum, the experience of operating “50% of total toll lanes or 122 toll lanes under a under a single contract for at least two years.”
