Report Finds NYC Parking Largely Unaffected By Congestion Pricing
A New York City DOT report released yesterday, July 6, concluded that, despite the extent to which congestion pricing has reduced traffic volume into Manhattan, parking availability has remained largely unchanged — both within and outside of the Central Business District, Streetsblog NYC reports.
“One of the concerns about congestion pricing was that it would encourage ‘park-and-ride’ behavior, making it more difficult to park in certain New York City neighborhoods,” DOT Commissioner Mike Flynn commented. “After the largest parking data collection DOT has ever undertaken, we didn’t see that happen.”
The report additionally “cautioned against using the toll to justify introducing a residential parking permit system,” which the agency argues could stymie other programs related to trash management, transit, bike lanes, and open streets.

Senate Bill 956 would have allowed — but not required — the Maryland Transportation Authority (MDTA) “to reduce civil penalties on delinquent accounts already in collections,” WMAR News reports. The measure passed the Maryland Senate, but the House Environment and Transportation Committee ran out of time to give it full consideration, according to a subcommittee chair.
In Fiscal Year 2025, MDTA billed about $129 million in video-based tolls, and almost twice that amount in civil penalties for unpaid invoices. Senator J.B. Jennings (R-7) said he planned to reintroduce the legislation next year to stop what he describes as predatory collections.
