Texas RMA Issues Toll System RFP

The Hidalgo County (Texas) Regional Mobility Authority (HCRMA) issued an RFP seeking a qualified firm to complete a final design and install, test, implement, operate, and maintain a toll collection system to support the 365 Toll Project and HCRMA’s goals of increasing mobility, facilitating international trade, and relieving traffic congestion to and from the US and Mexico. The system will integrate with HCRMA’s separately acquired third-party back office system. RFP information and documents can be found on CIVCAST. A mandatory pre-bid meeting is scheduled for October 3, and proposals are due on December 9, 2022.

Investors Snap Up Dubai Toll Road Shares On First Day Of IPO

Bloomberg reports, “Dubai may increase the size of its [Salik toll road system] initial public offering after stronger-than-expected demand, according to people with knowledge of the matter. The government is considering whether to sell as many as 1.875 billion shares, or a 25% stake in the company, the people said, declining to be identified as the matter is not public. The initial plan was to offer a 20% holding. Advisers on the $817 million deal recommended increasing the size after investors [yesterday] snapped up all of the shares on offer within hours of the IPO opening, the people said. A decision from the government may come as soon as [today], one of the people said.”

Congestion Pricing Criticism Hasn't Swayed New York's Governor

Silive.com reports, a bipartisan group of city and state elected officials, and a local member of Congress, have written to New York Governor Kathy Hochul (D) asking her to withdraw support for the MTA congestion pricing program. Several members of the group gathered outside New York City Hall on Monday to voice their objections (primarily economic) to the toll plan. The governor’s office declined to comment on the event and instead referred to Hochul’s recent responses to questions about her support for congestion pricing. Last month, she told reports she is not reconsidering her position, adding, “What we have seen is the effect on our environment in a very short time when we have so much more traffic on our highways. This is what we’ve been trying to avoid. This is a plan that has been there for decades — 15, 20 years perhaps. And the thought is that we would do everything we can in our power to encourage people to take public transportation and get the vehicles off the road.”

Otay Mesa Toll Road Project Gets $150 Million Federal Grant

Times of San Diego reports, SANDAG and Caltrans have received a $150 million federal grant for the Otay Mesa East port of entry project. The money will help fund construction of the four-lane, California Route 11 toll road that provides direct access to the port facilities now under development. “The new [port of entry] is going to be a game changer for the San Diego region, for California, and our nation,” said San Diego Mayor Todd Gloria. “This $150 million [federal grant] . . . is an investment in increased bi-national commerce, shorter border wait times, and lower greenhouse gas emissions.”
