Texas Is Flooding The US With Paper License Plates Used By Toll Scofflaws And Other Lawbreakers

KPRC reports, Texas businesses and individuals operating under false pretenses are selling hundreds of thousands of Texas temporary license plates to buyers across the US, and those paper plates are used frequently to commit or hide criminal activity. The licenses are not counterfeit; they are printed and issued by people who applied for and received access to a state DMV web portal that is supposed to be available only to genuine vehicle dealers. The range of economic and violent offenses perpetrated by the plate holders includes electronic toll payment evasion. The Harris County Toll Road Authority says 349,953 vehicles with untraceable paper plates incurred unpaid tolls in just the first 10 months of this year. KPRC notes that the Texas DMV board, aided by recent reform legislation, is addressing the plate problem, but its wheels are grinding slowly, which is a matter of frustration for Houston law enforcement officers.
