Richmond Toll Authority Mails First 77,000 Toll Statements Following AET Conversion
The Richmond Metropolitan Transportation Authority (RMTA) has mailed 77,136 statements to toll-by-plate customers since it commenced all-electronic tolling of the Powhite Parkway, Downtown Expressway, and Boulevard Bridge on February 28, 2026. Mailings, which take place twice a month, started on March 20.
Customers without transponders can pay tolls online, by telephone, and by postal mail. For the convenience of its customers who choose not to use E-ZPass, RMTA offers a prepaid GoRMTA account (to which a rate discount does not apply).
Drivers who use the Downtown Expressway still have the option to pay cash between 6:30 AM and 9:00 PM daily. RMTA has temporarily offered that concession to give customers an opportunity to open an an E-ZPass account.

The Ohio Turnpike and Infrastructure Commission (OTIC) is considering using some new techniques for dealing with toll collection evasion. Publicizing the names of major scofflaws and using AI to identify the owners of trucks with deliberately obscured license plates are two possibilities. Over a recent 12-month period, OTIC failed to collect about $25.6 million, representing about six percent of the period’s $423 million in transactions. A large chunk of the revenue leakage — $11.6 million — is attributed to OTIC’s inability to identify vehicle operators.
The members of the of Cleveland.com and The Plain Dealer editorial board recently proposed some alternatives for combatting the scofflaw problem. Their ideas included:
- Develop technology to “detect and defeat obscured license plates.”
- Provide real-time notification of nonpayers to law enforcement officers staking out toll facilities.
- Add “cheating” checks to inspection procedures at truck weigh stations.
- Pool Ohio, Illinois, Pennsylvania, Massachusetts, and New York resources to take a regional approach to deterring and detecting commercial truckers who are purposely evade toll payment.
