Does TxDOT-FHWA Pact On I-45 Signify An Administration Policy Shift On Infrastructure?

Bloomberg Law reports, not everyone is pleased by the announcement that TxDOT and FHWA have entered a “Voluntary Resolution Agreement” to resolve complaints and federal reservations about the department’s plan for the $9.7 billion reconstruction of Interstate 45 north of downtown Houston, Representatives of some community and grassroots groups complained that the agreement is weak and fails to address some of their objections to the plan’s impact on low-income neighborhoods. Bloomberg notes that the agreement was released a week after “the Biden administration rolled out its first awards for a new program aimed at reconnecting neighborhoods that have been split by highways, an equity priority for the administration.” It adds, “The administration has been challenged in its efforts to limit highway expansion, recently pulling back its memo that encouraged repairing over building new roads after Republicans and states pushed back. The Houston decision further complicates President Joe Biden’s promises for highway policy, meant in part to limit emissions and address equity concerns.”

DRJTBC Approves Design Contract For Bridge Rehabilitation Project

A $1.9 million contract has been awarded by the Delaware River Joint Toll Bridge Commission (DRJTBC) to design the rehabilitation of the historic New Hope-Lambertville Toll-Supported Bridge, Patch (New Hope-Lambertville, PA) reports. The commission approved the contract with engineering consulting firm GPI/Greenman Pedersen, Inc., of Lebanon, NJ, on February 27. Anticipated work includes repairing or cleaning segments of the steel superstructure and its underlying bearings, replacing the walkway, and installing programmable LED lights — a modern first. Design is expected to conclude this fall, with construction bids to open in late 2023.
